Probably won't see another budget surplus ever. His Lewinsky affair is mild by today's standards. Even the Ayatollah thought people overreacted. But no matter what political stripe, it's obvious that presidents are above the law.

Probably anyone before Lincoln. Lincoln killed the old america. The Civil war was really about state rights.

I'd go with Thomas Jefferson, followed by Washington, then Probably FDR, and then a steep infinite dropoff.
