They already have an adult section, you just don't see it if the filter for adult content is on (it's on by default) as the category is no longer listed. If you turn the filter off, the category becomes visible.
Valve will only do what is legally required by law for age verification, because there's too much hassle and security risk for them to properly identify users.
Nether really, I don't exactly know what the offending material is.. But it seems harsh to call for gamer's to be arrested, right.. It's full blown cray cray!
Until a proper source is shown for Collective Shout wanting this, I will believe it's just more youtube propaganda on the matter.
Collective Shout also don't have the power to change legislation here and believe me when I say that people here would not stand for it.

I would say, this channel, is quite established and is clearly focused on delivering Valve / CS2 news and wouldn't want it's rep affected by false reports or propaganda.
So, I would say, it's highly likely that there's some validity to these claims.
