Very simple solution.
Take it from someone who's friend never bothered to learn and I ended up ferrying him everywhere to the point where he became a burden.
It is a life skill as far as I'm concerned.
Swimming will literally save your life.

then it sounds like you need to get a licence. it can be expensive, but not so difficult really. the exams are rather straightforward, just practice driving a lot beforehand.
one of my friends mum does not have a licence and she is in her 60s. it happens sometimes, some folk just hate driving.

I've got to ask what the hell have your parents been doing? Did they not instill any kind of necessity in you to learn core skills?
Do you have something which prevents you from driving or swimming?
As a father I find this kind of thing baffling, I take my daughter swimming every week and she's 3.
