The rule is you always leave a gap if there is the ability to leave a gap.

If there is the ability to leave a gap and you chose to stand directly next to another man at the urinal. You are a freak and sus AF.

If you can't leave a gap and you're not a sus AF freak, then use a stall.

Fun fact: Only mens' bathrooms have urinals. You've now caused an interesting situation if a lady walks in and has to choose a urinal.
