When attempting to run captioncompiler or vconfig, it just shows this error. I have attempted running from commandline vconfig -game <path>, but this did not fix the issue, as captioncompiler refuses to cooperate.

But this results in the "error 4" message. Could a more educated individual help me out here?

*I am attempting to compile closecaption_english.txt for Team Fortress 2
*I am aware that there is a third party compiler written in python, but I haven't a clue how to operate it.
*Yes, I remembered to use /common/ instead of /username/
*I have absolutely no clue what I'm doing, and need instructions fit for a 5 year old.
