I am having this same issue. I tried the following-

1/ restarting my macbook.
2/ restarting my modem.
3/ creating a hotspot on my mobile and trying to use that to launch the update.
4/ changing my dns
5/ disabling vpns and firewalls
6/ deleting and attempting to reinstall steam app.

Nothing worked. Any help here would be much appreciated!

Just FYI incase anyone is still struggling with this error. I found a fix. Basically, there was an error in the code of the installation (namely the web address of steam which is needed for the install). It was trying to update from media4.steampowered.com which does not exist. I had to go manually into nano and terminal and change the address.

I went into nano and entered "62.253.72.104 media4.steampowered.com" on a line of it's own. Then saved and exited into terminal.

Then in terminal-

sudo dnscacheutil -flushcache
sudo killall -HUP mDNSResponder

Then when I tried to launch the Steam install it worked.
