You'll have more luck with a current Xbox or Dualshock 4 pad via Bluetooth (the DS4 might have to be wired, my memory sucks).
Maybe things have improved since I last tried (I would sincerely hope so for Apple if they want to be considered a viable platform for games), and I hope I'm wrong, but I gave up on it a while ago after having a bunch of controller related issues that served to frustrate, and have no desire to go back.
In normal steam it vibrates when tested and shows that a controller is connected but that's all, no any other button press shows
probably some issue of the steam client itself
As of today with macOS 15.5 and latest Steam from May 20th 2025 my wired Xbox 360 controller fully works once again.
