Civ 7 is still pretty new, and Mac support can be shaky at launch. Try lowering graphics settings and switching to windowed or borderless mode. Also make sure macOS and your Steam client are fully updated. If the camera keeps recentering, try disconnecting any external mouse or controller sometimes input bugs cause that.
