the computer is running Mojave 10.14.6

I've used multiple different wifi connections (all of which worked for browsing the internet) plus my phone hotspot

I've redownloaded steam multiple times on different networks

I've changed my DNS settings to 8.8.8.8 , I've disabled my firewall, I've done software updates, I've renamed files, I've gone into package contents and run steam.sh

There are multiple threads saying to do something with the steam folder in application support, but there is no steam folder in application support (i checked for hidden folders already)

there are multiple threads saying to change settings in the steam app somehow but I literally can't open the steam app it wont even install
