Is this a Scam?
A Person/Bot named Steam Support on Steam messaged me saying this was a Steam Support Case #92091221 and that i needed to trade away my skins for a week to prove that they were Legal. I trusted this whole thing because i have never added this person and they were in my friendlist and second of all they were able to block all my friends and games saying they would only unblock them if I would do what they say. How were they able to do that? A week is now over and no sight of my skins.

Sounds fishy. Steam crew have ”Valve” badges in their user name. Contact the support.

Unfortunately you have been scammed because "Support Case #92091221" is nonsense and the user that messaged you was only impersonating Steam support.

Steam Support does not contact you through Discord or regular Steam messages. Steam Support does not "trade" items or skins with users.

Items lost or stolen during trades or scams are not recovered or returned to you.

The best thing you can do is learn about the common scam methods to become more aware and avoid being a victim to another scam in the future.
