After trying to launch Civ 6 and getting the error, go to System Settings, Security section, and there should be an Open Anyway button you can click.
I don't know about the unknown date thing, though. Might be the same problem, I haven't seen it myself.
Aspyr botched the code signature that Gatekeeper checks for validity. It's only valid if you install all the DLC. I checked this myself by using Apple's codesign tool (and buying all the DLC, before refunding it!).
When the DLC isn't installed, codesign spews output like this:

I put in a ticket to Aspyr support a month ago with my findings. No response so far.
I suspect they did that ♥♥♥♥ on purpose but then again, why would a big corporation use such unethical tactics for sales? surely no one would think of that...
Incidentally, I checked up on my ticket with Aspyr support: they'd marked it as "solved". It's not solved. I've resubmitted the ticket, which is probably futile.
You shouldn't have to to get rid of this error. Just do this:
