If steam shuts down, i don't know what will happen to the games in your library but i am almost certain that steam won't shut down anytime soon.
As for Steam shutting down; you're right, impossible, there's still offline mode, so you can play your games offline from steam, and even connect to the internet with direct connects, and some games will still play online even with steam in offline mode.
Steam is the biggest dealer of videos games in the world, Billions of Dollars a year in sales. It's kinda one of those "Too Big To Fail" situations. It also seems like in the case of a total shutdown of Steam they are even prepared for that with the whole offline mode. I used to worry about it, and insist on a tangible version, but that's just not an issue anymore. Steam versions of games are better now, they will update with technology instead of being left behind.
