You won't find any official documentation about it.

The unfortunate part about the new profile name change trading cooldown (4 hour cooldown every time you change your profile name) is that page (linked below) will only state, "we have confirmed your account is unable to trade" generic message. Leaving people wondering wtf is going on.

The error while you trade during this cooldown is error (34).

It took a while earlier last year to figure out Valve silently added the new cooldown.

so its just cooldown ?

correct. you will be able to trade 4 hours after you made the name change.

keep in mind, you are responsible for the security of your account. anything happens, you only get the account back. items/money that leave the account are not returned regardless of who was in control of the account. All 3rd party sites are USE AT OWN RISK, does not matter how "legit" people claim they are, steam support will not help you if they scam you or steal your account

using the name/avatar to advertise 3rd party sites has NEVER been allowed. if support steps in to reset a name/avatar, the account gets a cooldown that prevents it from making changes to the profile. it only takes a few infractions to get a 1 month cooldown.

Steps to take NOW to secure the account:
1. Scan for malware https://www.malwarebytes.com/
2. Deauthorize all other devices https://steamhost.cn/twofactor/manage
3. Change passwords from a clean computer
4. Generate new backup codes for your Mobile App https://steamhost.cn/twofactor/manage
5. Revoke the API key https://steamhost.cn/steamcommunity_com/dev/apikey (there should be nothing in the APIKEY)

its your decision to keep your account secured or be one of the victims that come crying on the forums when their account is hijacked/stolen because you decided to do something really stupid.
