you dont have to announce your departure, simply contact steam support, tell them you want to delete the account, and provide proof of ownership. 30 days later the account will be permanently deleted.

game bans are not just for cheating/hacking. cheating, account boosting, ban evasion (some games dont want you back), etc.

the account was caught violating the rules of the game. if you have questions about what action your account was caught doing, you have to contact who ever issued the ban (game developer or anti cheat).

you are responsible for the security of your account, does not matter who was in control of it
