Got hacked by someone in different country
So I got hacked by someone in a different country and they bought some games, then refunded them immediately. Because it was a different currency, I can't buy any games for 3 months, anyone know a solution to this problem?

If the person that had access to your account changed the account region you will have to wait the 3 months to change it again.

Steam Support cannot change the store region for you.
