usually (and unfortunately) it's a "banking" issue (an issue that your bank has with unknown payments)
But what does that mean? is steam a scamming company?
-no, but steam being a gaming company, usually means that when your bank recieves the payment (expecially if you're spending above a certain amount of money) They will put the payment on "hold" because they think that you're not the one that did the payment, or that the "site" that you're paying on is a scam.
(i had the same issue years ago with my bank, and i had to call them and ask them about it, because i really tough that steam was the issue, but it was my bank)
And spoilers, steam is in the right...
it's either this, or you have less money than the product or the exact perfect amount (yes because usually if you have 4,99 on a card and the product costs 4,99 it can cause issues)
It means the bank blocked the card entirely. Doesn't mean the user is broke.
he needs to contact his bank to unblock it.
