Only new Decks from Steam guarantee the Special Profile is not already redeemed, yes. (Unless you can get the original purchaser to contact Steam Support, provide proof of ownership of their account and have them remove the Special Profile from their account to be redeemed again on that specific Steam Deck.)

For redeeming the bundles while being logged into the Steam Deck...

Tap or select your avatar in the top right corner of the screen (when using the Deck), it will show you on that page a button to redeem it.
