You can also earn badges by playing games and earning trading cards. Some games have badges that can be earned by completing the game's deck. The one on my profile is an example of what a game badge may look like.

Badges come from seasonal/sales events, crafting game badges with cards, or buying them with Steam Points.

During major sales there may be participation awards. That come in the form of badges that also grant points. That being said they are so infrequent, and provide so little in the way of points. You will take years to go up even a few levels. You'd be better off buying cards on the marketplace. The system is there to encourage you to spend. Especially during the summer and winter sales. Where buying games get you during the sale gets you extra trading cards.
