Report a translation problem
This is not possible as no one has access to your friend's account to accept your friend request. The best thing you can do is to visit your friend's profile and click on "follow".
This is a user forum, by the way. No Valve (Steam) employees here.
Unfortunately that's not going to happen, because Steam won't "just" make changes to a user account based on the request of someone else. No one other than the owner of that profile can make changes to it; changes such as accepting (or denying) a friend request. Don't take this comment the wrong way please (!) but Steam would only have your story to go on. For all they know your friend could also simply be inactive because he's taking a break. I kind of doubt that you'd be able to present a death certificate (note: I'm not implying that Steam would accept such info, as far as I know they only focus on account owners and that's that).
Your best bet would be to reach out to his family, explain the situation and maybe they can help you out (assuming that he stored his passwords and that they gained access to all that info).

I'm sorry for the loss of your friend, but Steam will not make any changes to the account.
The surviving family will not be recognized by Steam for any alterations to the account.
Then why wasn't he on your friends list to begin with?
