"Steam doesn't share your IP address with other players. Whenever peer-to-peer networking is needed, for example in a voice chat, that communication is always relayed. However, we don't control what games using peer-to-peer connectivity do."

Just block them and move on. Don't waste your time
Steam also should not do it.
And someone having your IP doesn't put you at any great risk unless you're running your computer with completely open ports with susceptible services listening on those ports, which the majority of today's personal PCs aren't doing.
It was a huge problem early on. It's the long standing joke for Windows XP as it was it's greatest flaw on a fresh install. But today, everything is closed off by default. And people are most likely behind a router that presents as a firewall to the outside network.
And while I would agree that a service shouldn't be providing that detail without notice, it's not the risk as some perceive it to be.
If you think your IP address is a precious secret, then it's your job to protect it. Don't wait until some CS2 kid scares you and suddenly you have opinions. Otherwise if you're depending on the rest of the internet to manage your IP the way you think it should be, well, you're never going to be happy again.
Unless you connect direly to someone else, then that someone else should not be able to get your IP. It is something that already exists. The same with doxxing. No doxxing should be allowed. Now if you directly give your address to someone else, that's a different situation.
They are simply trying to scare you. There isn't much of anything they can do with your IP. Just block and ignore them.
If you are that worried though, then you can turn off your modem for 15 minutes, then turn it back on. They should assign you a different IP address. You could also call your ISP and request a different IP.
Remember, most IP addresses are dynamic (they change), unless you are paying for a static IP (always the same IP) address through your ISP.
Any site you visit, any MP game you play, all get your IP address. I think Steam's Voice chat is also a direct connect to the other user, so yes, they may be able to get it that way too. Your IP is not considered private or personal information.
