Novaplay isn't responding
I bought NFS MOST WANTED, NFS UNBOUND, money was debited from the bank account and not received by steam itself, and novaplay isn't replying to my emails, what to do now ?

Check the status of your transaction on the account details page and the support page.
Nope, failed it is

Then wait til Nova play finishes back-processing the failed transaction.

Who is novaplay? You mean you used a third party? Then chargeback.

Steam uses novaplay (a payment processor, like Paypal) to handle transactions in INDIA,

Do NOT issue a chargeback!

Ah, it sounded like they got scammed. I'm not sure why Novaplay would reply to their emails if Steam handles it. Definitely send Steam support tickets until you get someone to help you out.

Novaplay is disastrously slow and has poor customer support for the most part. Steam Support can't help in this case anyways. It is up to Novaplay to get off their bums and credit back the failed purchase.
