How do i make steam_autocloud.vdf not appear?

I need it to stop makeing this for one game. How do i stop steam for makeing it? i turn off the cloud off yet it still appears? Help. please.

Yeah i want to change something in my local file but i the steam cloud keeps overwriteing it. (it's for a singel player game) so yes i am worrying
