It's not bad service when it wasn't Valve's fault that POSB/DBS MasterCard themselves blocked use of their payment method on Steam.
Support is not here, no.
This issue can not be resolved on Steam's end, which is why the only thing you can do is use a different payment method.

i called dbs and apparently in the last few months there have been a significant number of fraudulent transactions involving dbs users where even people who have never used steam before were calling to say there was some strange activity involving their cards and steam. dbs has raised disputes with steam so steam has now essentially blocked the entire merchant until this has been resolved. according to the dbs agent its not just steam but other platforms like youtube have blocked dbs as well. all this to say, im very upset
You should consider if credit card theft is so rampant with Singapore DBS that multiple platforms are blocking it. It says a lot that YouTube, who will take ANYONE'S money, is blocking DBS
