They will not remove the lock.
It is there to prevent users from renting out their libraries to others.
By punishing users for leaving, it prevents them from jumping to the next library they are going to rent.

There is a difference between "can" and "will".

Of course they "can" change pretty much anything.

However, that cooldown is very intentional. People don't generally change their family very often, so Steam added this cooldown as a compromise to cut down the abuse.

They only ever reset the cooldown when it was released out of beta to all users.
