I went into offline mode and i managed to play a game that I refunded by just activating the executable?

All DRM free games can do this.

Just don't get caught abusing refunds for this.

I already uninstalled it and I had my question answered, I was just curious as to why I was able to do it

DRM free games do not have a method to check if you still have an active license to play the game. So thus they will still launch even after you refund them.

Though sites like GoG will ban users who refund too much if they think those users are trying to use GoG's DRM free policy as a way to pirate games.
