Fix for this: Go to your Game Recording Settings. Scroll down. Click Recording Folder. Open video folder. Delete every ♥♥♥♥♥♥♥ bg_ folder that has chunck-stream in it. Steam again you ♥♥♥♥♥♥♥ suck fix this ♥♥♥♥.
Switch back to background recording and scroll down to "RECORDINGS FOLDER".
Navigate there however you want and empty it out after turning recordings back off.

Also there are "disk space use" programs that give a relative size for each directory on your drive(s). I use SpaceSniffer(comes as a zip, no install) and others use WinDirStat. Trust me you'll notice which directory is the disk hog.
