Yes, it's against the rules and yes you should report them
Report them on their profile page or contact Steam Support.
Just go report them via their profile page.
And if you have ways of contacting your friends outside of Steam, like say Discord, use that to inform them that someone is trying to impersonate you.
And steam support did nothing. Someone did copy my photo which is copyrighted. The user in question made an alterations to the original picture.
I would suggest you and anyone to take this outside of steam by reporting it to the authorities or contact an attorney that deals with these matters.
That would require you to file a DMCA claim, a legal matter.
