For Deadlock, all you need is someone who has access to send you an invite.

For other games, you check the devs website.

Pretty sure there was an announcement and people had to sign up, but the first to have access were randomly selected from those who signed up.
After some time they added the invite to get more access out to interested users.

The original round of testers were selected by Valve. There wasn't a store page until news sites made a huge fuss over Valve's new game.

Meh, that was just my best guess on it.
i never really cared about getting access, so i never looked into it.
