Follow steps 1-6 to secure your account:

1. Scan for malware https://www.malwarebytes.com/
2. Check that the email and phone number on the Steam account are still yours.
3. Deauthorize all other devices https://steamhost.cn/twofactor/manage
4. Change passwords from a trusted/clean device.
5. Generate new backup codes for your Mobile App https://steamhost.cn/twofactor/manage
6. Revoke the API key https://steamhost.cn/steamcommunity_com/dev/apikey (there should be nothing in the APIKEY)

Why does Valve continue to allow scammer on the platform with out sufficient repercussion?

Depends on if the items were Trade Protected.

You should really read up on the new Trade Protection for CS2 items.

The platform is very safe. Most scams happen with users using scam sites and believing nonsense on Discord. Valve provides all the warnings and those largely get ignored. They also can't teach people common sense either.
