Game hubs may have their own set of rules regarding it... since they're moderated by the game publishers.
If you're still confused, contact Steam support. Only Steam can give official answers. Members of the community cannot give any answers regarding policies.
Any answers given by the community could be wrong and outdated. Always go to the official polices page and Steam support. Do not ask the community for official answers regarding policies as they are subject to change.
Always read a game hubs rules if present, they may or may not list it but some game hubs may take swift action on political discussion. Avoid talking politics in Halo & Ark if you want to avoid permanent bans that other users have received in those sections. I would also strongly advise against anything not related to Dead By Daylight in their hub as well (ie no politics).
If you want to talk politics, go to Twitter, Facebook, or a forum site dedicated to political discussions.
