When you set the buyer price for an item, it works out the seller price that matches that, then factoring in the 10% and 5% fees for the rights owner and steam respectively. For some seller prices it is impossible to exactly find a seller price + 15% (with double rounding of both fees) to match the buyer price you set, so it will instead set the seller price to a value slightly below, which will then end up with a buyer price a cent below the buyer price you tried to set.

155 going to 154.99 Philippine peso is basic currency rounding issues. Converted to USD, it is $2.71 either way.

You got the entire situation confused. It's not about the fees. It's about listing it for 155 Philippine peso changes it to 154.99 for no obvious reason.
