Yes, this is a scam.

I'd recommend changing your password immediately, just in case

Steam will never used discord, it is a fairly common scam. Hopefully you didn't put any information in or click on funny links, if so you will need to change your password, and potentially do a virus/malware scan.

You can only EVER get hold of Steam one way, and that is YOU instigating matters via a ticket in the support system on here.

There is no way through email, discord or ANY other platform. And Valve will NEVER EVER contact you out of the blue anyway. They onyl respond to tickets YOU make.

So rest assured it is a scam.

So remember the cardinal rule - report the profile, block them and move on.

i just had someone try to scam me yesterday on discord, claiming that someone with my exact profile/icon/etc had fraudulently bought a marketplace item for hundreds of dollars that they hadn't received. i can be naïve about these things but once they provided a screenshot of the report to steam that they'd made, which was extremely engrish, i figured out what was up, reported them on discord, blocked them, and ratted them out to the moderator of the one mutual discord server we had in common. sounds like yours was a bit more official-looking, but yeah, scams are everywhere.

Even if someone reported you by mistake, they do not need to contact you or you contact Steam. Steam would just investigate and see you did not violate any rule/guideline. Why do people think you need to do something?

If you do get a warning or ban, you can always reply to the warning or ban.
