Didnt you have previous post of the same and it was answered,
as it says here
This broke all Steam Market browser addons that heavily interrogated your owned items, typically causing a "429 Too Many requests" IP ban after a mere half-dozen transactions. The ban can easily last 6 hours, "and it auto-refreshes if you exceed the limit again during the ban."

that’s a cooldown from steam, happens if you do too many actions in a short time
normally it clears after some days, if it’s more than 10 days you should contact steam support directly
nothing you can do to fix it faster
