Because old threads can contain bad and outdated information. Hence why its been said the best thing to do is make a new thread and then link the old for reference if its relevant.

Yes, but if you read that it tells you to search to see if your topic has been covered, it does not tell you to post in an old topic if it hasn't been addressed.
The correct thing to do is search to see if your topic has been addressed, and if you find an old thread that is similar you should make a new topic and link that for info.

No, they expect you to think. When you know the rules are to not bump old threads, and the post tells you to search before posting to see if your question is already answered, most users put 2+2 together and don't bump old threads.
Its a minor thing and they don't even issue warnings over it, so they aren't punishing people for making that mistake and most learn if they do it once or twice what the correct way is.
Others may be more recent, but also are typically not worth bumping for the response.
