This is not steam support, nor is steam support able to read your thread or post.
This is a Steam related sub-forum, to discuss using the steam online Services.
There are no valve / steam employees or staff, server techs, steam support, or moderators in this steam related sub-forum. this is a USER - USER only sub-forum.
Quick answer is you have hit the IP rate limiter, too many page requests from the same ip address. Your on a shared ipv4 address that other users of steam are also on.
This was put into play a year or so ago, to prevent mass page requests from the same IP address. Users who use browser add on's, Bot's, and off site trading sites from mass bombing the steam marketplace and users inventories.
Only solution is too change your IP address, or ask your ISP to get a static private IPv4 address assigned to your gateway / Modem.
Other ways you can change your ip address.
Here's what I've already tried:
Forcing a new IP: I've restarted my modem to get a new IP address, but the error appears immediately the first time I try to access the market.
Waiting it out: I once waited over 24 hours without opening Steam, but the error was still there when I tried again.
The problem has recently gotten worse; as of today, I'm also unable to send any trade offers. Since Steam Support hasn't been able to provide a solution, I'm hoping someone from Valve will see this post and acknowledge the problem. This bug prevents us from using the market and sending trades, which means both users and Valve are losing money.
IPv4 addresses are not unique anymore. As there are more humans (8 billion) than IPv4 addresses (4.2 billion), ISPs have chosen to route users together on an identical IPv4 address. This technique is known as CGNAT.
For Valve's inventory and community market API this bundled together group of users using CGNAT or Dual Stack Lite looks like a single user.
If you waited several days to weeks, your only recourse is getting a public IPv4 address. It doesn't matter whether this one is static or dynamic. Ask your ISP on how to obtain one.
If you already have a public also known as dedicated IPv4 address, you should stop spamming inventory actions.
Public as in public reachability, not possession.
