Prohibition on creating a collection for games not purchased on Steam

Recently, I was faced with the inconvenience of not being able to create a collection for a community content to game that is not in my Steam account.
I haven’t come across restrictions on the creation of such collections anywhere and decided to start a topic for discussion:

- whether to remove this restriction;
- why, in your opinion, is it necessary to limit this or remove the restriction;
- is there any implication of such a restriction regarding the legislation on the prohibition of monopoly and the restrictions associated with it.

Example: you already have a game on another Steam account, or it was purchased officially in another store/place/site, or there is a version with a physical disc and you want to join the world of the Steam workshop, but this limitation will not allow you, since it is impossible to even create a build whatever is useful for your game.
Example: you bought a game key on an unknown site, the game is hacked, but you want to interact with the community on Steam.

My Steam client allows me to put non-Steam games in collections. What's making you think yours doesn't? It's the same UI for both Steam and non-Steam games.

This. Also sharing games from other Steam accounts makes them act just like your own.
Including full workshop support and so on.
I also never had any problems with adding non steam games or family shared games into my collections.
No clue what the OP is talking about or they explained it badly.

This is about mods, maps, content etc to games in steam comunnity!

Nothing is stopping you from using the other services for such things. For Steam, you need to have the game to be allowed to do specific community things with the game, it's a protection feature. Not even remotely considerable as a "monopoly".

Yeah that does not work but usually those mods are also available outside of Steam on big modding sites like Nexus and such.

If you don't own the game on Steam then your not going to get all of steam's features. Nothing to do with a Monopoly. Why would a store be required to support your product that you bought from another store?

Feel free to use the mods, collections or features of the store you bought the game from.

The Steam Workshop is kept exclusive to Steam as an incentive for purchasing the games legitimately on Steam. Server hosting costs are not free. It costs money for Steam to host mods, and they don't want to lose that money giving mods away to anyone who pirates a copy of the game or buys it on another store.

What you can do is ask the mod devs if they would mind mirroring their mods on another site, like NexusMods. However, if the devs refuse, then your only choice is to either buy the game on Steam or go without the mod.

If they are available outside of steam as you say then go there, the steam workshop is for users of steam who have purchased the copy of the game on steam.

Plus, the Steam workshop isn't magic. The game needs to know how to talk to it for anything to happen.
