I also had issues where my pc was running my game at 90fps but my destination screen was below 60fps.
Once past the 1gbs older network LAN setups, this clears up and almost never seen again unless on mobile cell network.
Couple years ago I even loaded full steam on an RPI board. It wasn't able to run games but would stream them from the desktop if proper codecs were in place. Letting you use the usb ports and big picture. Even had a steam link distro for the RPI that helped expose my own network speed issues before upgrading it.
Preferred the full Steam over the link in that setup. After a storm took out one of the servers I haven't set it back up/messed with since.
