You might be interested in Nvidia's GeForce Now or Xbox Cloud for game streaming instead, as neither of those services require you to run the games from your own device.
(Edit: UltraKill should be supported and available to play through Nvidia's GeForce Now)
As Steam sells PC games you HAVE to have a PC, Steam link will stream the game from your PC to your mobile device.
You also need a very good and stable Internet connection.
The Steam mobile authenticator app do not let you play any games.
