Your GAME ban has nothing to do with VAC or this forum.
Steam helping you recover your account is not proof of anything, not even Valve considers that "proof". All Valve can see is a different IP signed into your account, they have no way to verify it was not you.
People used to fake accounts getting "hacked" all the time back when Valve return lost items and removed VAC bans.... Why do you think they stopped...
The use and security of your Steam account are your responsibility.
You will find that most anti cheats have the same policy. Including but not limited to EAC, VAC (Valve's), BattlEye, Ricochet... etc.
The only ones that can remove your ban is Easy Anti-cheat, but they won't and will link you to their policy.
Sounds fishy
In the end it doesn't matter they won't unban you for that reason
in the end you are responsible for your account, the magical "But I got hacked!" excuse has never worked.
