Remove the lock VAC
I got a ban more than 3 years ago and I want to say that I'm not to blame for this ban, but I understand that my account caused harm to other players more than 3 years ago. I clicked on a link, and my account was hacked, and I got a ban. I'm not making excuses, I just want to remove it from my account.

magical one click account stealing links do not exist, you clicked the link and chose to input your account info.
But lets be honest here, you bought the account in hopes of selling the skins that it came with.

how much did it cost?

It does not matter who used the account to cheat.

Valve explains it concisely in the Steam Subscriber Agreement:

You are responsible for the confidentiality of your login and password and for the security of your computer system. Valve is not responsible for the use of your password and Account or for all of the communication and activity on Steam that results from use of your login name and password by you, or by any person to whom you may have intentionally or by negligence disclosed your login and/or password in violation of this confidentiality provision.

No. Any bans added to an account will remain regardless of who was using the account at the time the infraction occurred. Ultimately, the use and security of your Steam account are your responsibility.

VAC bans are permanent, non-negotiable, and cannot be removed by Steam Support....and also cannot be removed by anyone on this forum.

VAC bans are delayed from the time of the detection to the time that the ban is actually applied. What you were doing when the ban was applied, is irrelevant.

Why the account was banned:

all VAC bans come from the detection of a known cheat, whether it is used on the account itself or some sort of sharing has occurred (account, library, or phone number).

Users are responsible for the security of the account and all activity on the account.

I have to at least give you credit for taking responsibility for your account's actions.

It's a very rare thing to see in this forum, indeed.

However, Valve made it policy long ago that no matter who actually does the cheating, the account get's the ban so sorry, but it's permanent.

You can feel free to make another account if you wish, of course. Use the "info" button next to the ban notice on your profile also, please.
