And based on how desperate you seem to be to convince people otherwise I am guessing several of your friends have bans. Unfortunately that is something they will simply need to be fine with and you posting here nor denying that will change it.

im saying this because there are so many hackers on cs2 and tf2 roaming the game without proper punishment

I on the other hand feel you have friends with bans, there is a way for you to disprove that however that is tbd. For the time being you'll simply need to provide something claiming Vac does not work.
tf2 is a living example of horrible anti cheat
it used VAC
people were BEGGING for the anti cheat to be fixed for years and nothing happened
and when the bots did get banned, they were manual bans, not VAC

This is how VAC works.
A cheat that is known to VAC is detected almost instantly. The account is then flagged for a ban. The application of the ban is what is delayed for the reason here:
It should be noted that VAC employs the use of delayed bans in order to disrupt the development process of cheats - a ban imposed today may have been the result of a cheat detected by VAC two weeks previously.

A random timer is probably set for the delay, when that timer runs out...ban is applied.
You do not want instant bans, unless you want even more cheaters. Instant bans would help cheaters and cheat developers by letting them know exactly what was detected and when.
Also, VAC is always updated. Take a guess as to why those updated aren't made public.
VAC bans are delayed.
Valve doesn't use manual VAC bans.
Can I appeal my VAC ban?
No. VAC bans cannot be appealed. If a VAC ban is issued incorrectly it will be automatically removed after investigation, but Steam Support does not manually remove VAC bans applied to accounts for any reason.

The reason why there are 500+ topics is not because VAC is not working. It's because people are frustrated that cheaters don't get banned. But saying that the anti-cheat doesn't work is wrong. Who we are tho to see behind the curtains?
One more time. VAC bans aren't instant. They are delayed on purpose.

This would continue until all cheats would be undetectable because the cheat makers would continually update the cheats. Because cheaters would go back to them and say "Hey, this was detected the instant I used it."
