You don't have a VAC ban, read the in-game message carefully.

There is no vac ban that I can see.

Good news: - you are not VAC banned at all

So, now 2 options remain:
- either a game cooldown, so not a VAC ban. That will expire when the suspension period ends
- a VAC connection error. In this case, restart pc, restart steam and it should be ok
