There are no restrictions placed on phone numbers that were on an account when the account was VAC banned; phone numbers can immediately be used on new accounts.

Your VAC ban is permanent, considered that you admitted the use of cheats, cheating is a very bad act, it ruins the experience of other players.

Yeah, I know they can be given for cheating, griefing or account sharing. What I'm curious about is what could I do so the game ban doesn't transfer to my new account

well to answer you seeing the ban is for CS2, so it doesn't carry over to your new profile. and you admitted to cheating, so make sure the cheats are completely removed from your system.
