Valve started working on a "long-term solution" for cheating in 2001. VAC's initial release was with Counter-Strike in 2002. During this initial release, the system only banned players for 24 hours. The duration of the ban was increased over time; players were banned for 1 year and 5 years, until VAC2 was released in 2005, when any new bans became permanent.

Temporary VAC bans were tried.
Valve was lenient and gave people second chances. Guess what happened? People kept cheating.
Valve stopped being lenient and cheaters were the reason.
if being a minor gave accounts a free pass, the cheaters would all be making accounts and setting them to say "I am a minor". steam has no way of knowing who is actually using the account, nor do they care. if the account cheats, it gets banned. does not matter your age.
VAC doesn't give two craps about how old you are.or were.
It detects cheats.
cheat detected = account banned
That's why Valve had to take more drastic measures to force a cessation of mischief and other nonsense. It was the right decision to do.

If your account had a GAME ban but it is now displaying a VAC ban, then that means that both anti-cheat systems (Overwatch and VAC) determined that the account was cheating. The VAC ban takes precedence on the profile.

all VAC bans come from the detection of a known cheat, whether it is used on the account itself or some sort of sharing has occurred (account, library or phone number).
Users are responsible for the security of the account and all activity on the account.

Game bans have nothing to do with VAC or this forum.
BUT in this circumstance, having the ban change from a GAME ban to a VAC ban is as certain as anything in life, the account was caught cheating, as mentioned above.
