You have a game ban, not a VAC ban.
Either way, if someone else was using your account, you are still responsible for it. You should've been more careful.

Nobody hacked your Steam account, YOU were careless with your account credentials and by that ALLOWED them access.
not only is the ban very justified I feel they should even close your account completely for the simple fact that YOUR negligence allowed cheaters to ruin other people's games.
