nothing you post is changing anything. steam support cannot assist you, they have nothing to do with game or vac bans. they dont issue them, they dont remove them, they dont investigate them.

So if this was true, you would have recovered the account looooong ago, and THEN asked about it here, not years later.
Regardless, what was said above is true, fully available to you without even needing to ask here, by simply using the "info" button next to the red text on your profile.
As far as the skins are concerned, you don't need to "pick them up" as they are safely locked to this account and have not gone anywhere, and can still be used on any available non secure servers for the game that the ban is for.
If it was as simple as moving inventory, then cheaters would just burn through accounts and cheat and move their inventory and rinse and repeat, so that's now how it works.
You make a new account and that is how you can play the game on secure servers again.
