VAC bans are permanent!

Can I move my items and games to a different Steam account?
No. Items and games cannot be moved from a VAC banned account to a different account, however, new games can still be purchased and registered on a VAC banned account and the account can still receive items, but not send them.

I've been playing CS, and the next day I notice that I got a VAC ANTI CHEAT and I want to file a complaint about it, that someone got access to my account and played with hacks, and I want to explain that I've never played with cheats, and the hacker got access to my account and played with cheats, and I want the vac ban removed because I haven't played with vac cheat, so if there's a way to get the vac ban removed because I didn't use cheats.

No. Game bans cannot be appealed and are not removed from accounts.

I was not using my account when it was game banned. Can the ban be removed?
No. Regardless of who was using the account at the time the ban was issued, game bans are permanent and are not removed.
