I was thinking about giving steam some ideas. Is that a good idea?

no one besides steam users and forum moderators are here. Also you will not be the first person or the last person, who wants to give them ideas. Which isn't a bad idea, but at the same time, how do you know, your idea wasn't thought of before by them, or even given be someone from the community before? for whichever idea you want to give

I don't Trust limited accounts that play CS2 and neither does the vast majority of the player base.

looks like just you and people who get caught breaking the rules, will agree on the same thing. Vac forums is full of people trying to appeal their vacban/gamebans.
