You can't be serious, right? Should of removed said 'hack' yourself before going online and messing with other ppl's stats. Your ban will not be removed.
Get your "friend" to give you a new account. The ban is permanent.
Game bans can be both permanent and temporary, and they usually only disable online play/trading/uploading stuff to workshop/basically any online aspect of the game you can think of. They do not ban you from playing the game, simply restrict/disable you from interacting with certain aspects of the game, usually online play.
If you got a game ban from CS2 it is permanent and unappealable. Most other game bans for other games can be appealed, but it depends on what got you banned and how long you are/have been banned for.
