You have a Game ban, not a VAC ban.

No one has ever been unbanned after 1,517 days. Not even after 1,000 days or 500 days...

Блокировки в игре Counter-Strike 2 выдаются за попытки обмануть игру или вмешаться в её работу в ущерб остальным.

Make a new account and move on, ban is going nowhere... Trying to appeal or thinking that it will somehow be removed is a complete waste of your time...

Why do people keep assuming that a wave of bans is somehow accidental? it just means the system has been collecting evidence and banned a ton of people at the same time.
you banned people all like to pretend that some intern at Valve accidentally slipped and fell on the "ban everybody for the lulz" button.

your ban is old, if its for CS2 then its permanent and cannot be appealed and it can be given for one of a few things, also doesn't matter what game dev's it is, they will not tell you exactly what caused your ban, also bans are delayed. If its a ban for a non valve game and they didn't remove it (meaning the game developers and not valve) then the ban is correct and permanent.
